The Local Urban Planning Scheme (LUPS) of the Municipality of Ioannina aims to:

promote new models of residential development in the Ioannina basin, based on the principles of a compact and cohesive city
regulate out-of-plan construction
leverage the potential of the “smart” city concept
create a strong and balanced productive base
protect cultural and natural resources, with particular emphasis on the Pamvotida Lake ecosystem
plan measures for climate change prevention
promote social cohesion
